Steve Mnuchin, a former Goldman Sachs banker picked by Donald Trump to head the U.S. Treasury, set up off-shore companies in the Cayman Islands and Antigua, drawing questions during his confirmation hearing about using the companies to help his clients dodge U.S. taxes.
